Funding period 2021 - 2027

The next funding period of the European Regional Development Fund is due to start on January 1st, 2021. A prerequisite for this is that negotiations on the Multiannual Financial Framework 2021 - 2027 and the relevant EU regulations are concluded at European level.

 Given the importance of the ERDF, workshops with economic and social partners were held last year with a view to their expectations of the new program.

Programme planning for the EU Structural Funds 2021 to 2027 funding period has made further progress both at the EU level as well as at the level of Member States and regions.

On May 29th, 2018 and May 28th, 2020, the European Commission adopted the draft legislative package, which will form the framework for the EU's Cohesion Policy for the 2021 to 2027 period. This package includes an overarching regulation with common rules for the Structural Funds as well as a specific regulation for the ERDF. Article 4 of the overarching regulation with common rules for the Structural Funds provides that the ERDF may support so-called policy objectives. The ERDF Regulation defines in Article 2, which specific objectives (investment priorities) can be supported within the context of the policy objectives. These investment priorities are narrowed down by the "Investment Guidelines" for the funds under Cohesion Policy 2021-2027 for Germany" (Annex D of the Country Report Germany 2019 of the European Commission with a thorough examination of the prevention and correction of macroeconomic imbalances, SWD (2019) 1004 final of February 27th, 2019). With these, the European Commission is proposing specific funding areas for Germany, to which different investment needs are assigned. A distinction is made between the following categories: Investment needs with urgent priority, investment needs with priority, investment needs, and no investment needs.

At the level of the Member States and the regions, operational programmes must be drawn up within the content and financial framework to be finalised by the European Commission, the European Council, and the European parliament. Operational programmes are based on the funding priorities of the respective Member State and/or regions (States in Germany).

On the basis of the draft regulations and Annex D of the State report, initial, not yet final considerations for the operational programme for the future ERDF funding period 2021-2027 were formulated in Thuringia in the form of a key issue paper (as of July 17th, 2020).

The future of the ERDF and ESF+ in Thuringia

On November 14th, 2019, an event with workshops took place on the subject of "The future of the ERDF and ESF+ in Thuringia" at the Thuringian Ministry of Economics, Science and Digital Society to discuss possible content and measures for funding as of 2021.

In addition to the Commission's proposal on the EU's multiannual financial framework, the draft regulations on cohesion policy and the European Commission's investment guidelines influence how ERDF and ESF+ funds can be used in Thuringia in the future.
